Out of control dogs worrying horses

Field by river at Haltwhistle NE490HY dogs jumping the fences into horses paddocks causing distress rearing etc whilst the dog owner is nowhere to be seen. Dogs not on a lead and out of control. Spoken to person acting for dog warden at NCC and they suggested they could put signage up near field eg livestock all dogs must be kept on a lead. Hopefully this might help resolve the issue as I don't know the dog owners name.
