Weeds and rubbish up the alley way between private houses

We have this problem every year and should not have to highlight it. You have already sprayed the weed coming up in the kerbs in the street but you always forget this alley way. Last year you sent a small scarab that couldn’t get up the alleyway so you never bothered too come back too clear all the rubbish. Could you this year send a team of men to clear it and apply weed killer to an alleyway between full council tax payers houses as we are all elderly and don’t claim education just policing and fire services. All we ask is to have a clean area with our council tax
