Overgrown tree with disease and sap falling leaves

Sent to Northumberland County Council less than a minute later. FixMyStreet ref: 7656768.

The tree is situated at he bottom of the garden on 46 Welbeck road next to council path and garages. Was cut back 7 years ago and now blocking light and damage to garden furniture,sheds,green houses . The sap is on everything and lots of insects . I would rather the tree treated to allow it to die off to prevent sap and leaves and allow light into the garden and the properties either side. Will definitely need cutting back but problem will still be there when leaves come back on. I have waterproof covers on everything and replaced the sheds roofs 3 times. Neighbours are now complaining as their gardens are the same due to the size and the debris coming off it.
