Tree too close to house and dripping sap

Sent to Northumberland County Council less than a minute later. FixMyStreet ref: 7549476.
The tree is over 30 ft tall and only approx 8 ft from the house. The tree is overhanging into our garden by about 6 ft but would require a tree surgeon to trim due to he height. There is sap dripping into the garden from the tree which has killed the plants and the grass has stopped growing. We have to wash the patio and the washing line every day due to the very sticky sap causing damage. Please can the tree be cut to a more manageable height? Many thanks.
