Bins permanently left out

As a resident of King Edward Street (itself being more of a glorified footpath) with no pavements, or room for parking vehicles. As such all most residents of the even numbers on King Edward Street park in the back lane as has been their practice for many years. Recently this back lane has begun to be obstructed by bins being left out! This started off with the holiday lets leaving bins out, so as not to trouble their guests. Since they have been leaving their bins out, then some of the residents are also leaving/putting their own bins in the back lane on both sides, rather than keep them in the yards. In turn these bins are causing obstructions to vehicles! As you can see from the attached picture, the lane is barely two vehicles wide and when there are bins out you just cant pass. I am certain that bins should not be permanently left out and think this might be best dealt with by a letter drop to the evens side of King Edward Street and the odds side of Wellwood street. I am told that this matter needs to be bought to the attention of Highways Inspector or failing that the Environmental Enforcement Team.

I was driving up the lane yesterday and I thought I might just get passed the bins, but I bashed the wing mirror on my car. I only drive a little car, but some of my neighbours have bigger cars and they wouldn't have got past at all without moving the offending bins! Bins shouldn't be left in the back lane/highway, apart from on bin days obviously. Can someone please do a letter from to the odds on Wellwood Street and the evens on King Edward Street? Thanks

Please could the Highways Inspector or the Environmental Enforcement Officer take a look at this. As suggested a letter drop would be the best solution. I know lots of people do, but I’m sure it’s not legal to permanently leave bins outside of one’s property! Our car recently got damaged by another vehicle swerving bins permanently outside! However we can’t park elsewhere because there is no vehicular parking on the front of King Edward Street! It would be great to see some action taken on this issue!

Nothing has changed since first posting this issue over FOUR months ago!! Obviously the online request system is not working and it looks like myself and the other residents for whom this issue is causing a problem will have to go back to the good old fashioned method of talking to people, hopefully the highways inspector directly. In the meantime we live in hope that we might see some action taken.

Not one thing has altered, either since last time you checked, or since first reporting this issue. Although I did notice this morning that 44 King Edward Street which is a newly converted holiday let is now leaving "its" bins outside in the lane too and so two more bins in the lane causing an obstruction to vehicles. This is a public nuisance and I know it's not seen as a a priority, we'll maybe not for the council but it very much is for the residents. Please do something!

This is still not fixed!! After over six months of trying to communicate through the county councils preferred channel, it looks like I’m going to have to try a different method of communication. Obviously no one wants to deal with this! I can’t see what the problem is, as I know from its against the law to permanently leave a bin out. When living a a previous address the environmental enforcement officer made a mail drop to the offending properties and the matter quite quickly went away. Surely this is not that difficult? I’m also certain that the laws haven’t changed regarding obstructions of public highways! Residents of King Edward Street have nowhere else to park, so a number of residents park to the rear of their houses and there’s not enough space for vehicles and bins as per the initial attached images. I one day look forward to a resolution of this issue.

Whoever should be dealing with this does not seem to understand the issue caused by certain residents leaving their bins out! So I have attached additional pictures clearly showing the problems. If you live on the even numbered side of King Edward Street, then this lane where residents park their vehicles being that the front of the houses is purely access only. Until recent times people respected this and all residents kept their bins in the back yards as they are supposed to, but since holiday homes have started leaving bins out then others are following suit. All that is required is a mail drop to the evens of King Edward Street and the odds on Wellwood Street. Please can someone respond and take this matter in hand? Thanks
