Access to stile obstructed by gate

The landowner appears to be protecting hedgerow planting by erecting a second fence but this cuts off access to the stile. A metal barred gate has been tied in place and this means walkers have to climb the gate, ensuring they keep clear of rope and then climb the stile. This is a potentially dangerous situation if someone slips on the metal gate or gets their foot caught in the rope.
