Dog fouling , no bins

Grange park est , moorland avenue and road to east sleekburn, the amount of dog mess on paths and grass is disgraceful , not enough bins , needs letter and post on social.media to say will start on spot fines of give people powers to give out fines, whst do we pay council tax for ?????
