Blocked culvert under turning area

Culvert with a plastic pipe in it is blocked on the south side of the road. The roadside gutter is overflowing and running down the road surface and eroding the road edge. Clearing the culvert end should resolve the issue.

    Water is still overflowing the roadside ditch and tracking down the side of and across the road. Please could this be revisited.
