Illegal white line painted on roadway by resident

The attached photograph shows a white painted on the roadway immediately in front of No.2 Collywell Court Seaton Sluice. This was done by the owner of the property, to prevent cars parking in this location. My understanding is that the Police cannot charge people parking there for causing an obstruction i.e. access and egress for the garage, as there needs to be a drop kerb. This is the only property of 4 in the street which does not have a drop kerb. No. 3’s was in situ when the house was built and Nos 1 and 5 had them installed. Surely what the owner has done is illegal and / or does he not have to pay NCC for the privilege of an exclusive park spot. If this is the case, can I ask you to instruct the owner to remove the white line, or charge him the appropriate “permit” fee.
