Business using car park for works vehicles

This car park is often busy for people visiting the town, especially the lower berwick area. Very often, this car park is full, with a significant amount of works vehicles being parked here on a weekend. Depriving visitors/ residents of a parking space. A business nearby, K. Dixon, who carrys out council contracted works, parks his vehicles at this location, as if its his own company parking area. This car park is maintained at public expense, for the public. Not to accommodate a businesses parking problems. Does this contravene the local authority parking regulations. Does a business insurance cover these vehicles, some with hazardous goods/materials, to be parked overnight or over a weekend period at this location. Is the business owner obtaining an advantage from the local authority by being allowed to park possibly uninsured vehicles at this location. Because, if the policy states that these works vehicles are being kept overnight in an alternative location such as a lock up, then the policy is void. So if this business owner has been given permission by the local authority to park here, there may be other offences disclosed.
