Tree leaning dangerously over allotment

This is the 4th time I have reported this tree. It is growing alongside the Waggonway in Wylam, and leans at least 4m over the back of my allotment. The branches are dangerously close to my shed, and if the tree were to fall, it would injure anyone below. The photos show the unnatural angle of the trunk. I have previously been informed that the tree is the responsibility of the Parish Council...they deny this. Please fell this tree ASAP, before this year's new growth makes the problem worse. Not only has there been no response to the problem...this questionnaire is the first communication I have had from the council this time (I've now reported the same problem 4 times over the past 2 years).

I finally have an appointment with the person responsible for tree management, to view the offending tree..... but it is now about 2 years since I first reported this problem.

The tree officer has been to see the tree, which he says can be pruned back to the boundary of my allotment. He has just now added my name to a waiting list he says might be 2 years long. But I have already waited 2 years!!! ...and trees grow all the time!!
