Dumping of builders rubble opposite 42-44 Park Road

For at least 3 years there have been substantial piles of what I would term builders waste in a field to the front of my property. Recently I have noticed that roofing contractors have been dumping old roof tiles, literally by the truck load.
The location is opposite 40-44 Park Road Swarland. It may be that the owner is intending to lay a track using the material. Fair enough but much of it has been there so long that grass is well established on it.
Is this classed as fly-tipping if it’s done with the owner’s consent?
Either way, it an eyesore but more importantly I don’t know the nature of the material being disposed of – I wouldn’t like to think there was , for instance, asbestos in the waste.
Also there is now a red car which has been parked in the field for a week or so, which may or may not have been abandoned.

The officer who attended spoke to the landowner and informed me of this conversation with the landowner. Unfortunately, no action has been taken and more rubble may have been dumped. I understand that the landowner intends to use the rubble to build a track through the field but the dumping has already taken place over several years with no indication of work starting. My concern is that it will become a permanent fixture and a dumping site for local roofers and builders.

No action taken and no information on progress with this matter. What is the point of repeatedly responding to these follow up emails if nothing is to be done to rectify the situation?
