Cracks in wall next to block if garages

I have asked for the tree to be cut down on numerous occasions. There is also the issue of the large tree root going under the wall next to the garages which is resulting in lots of cracks in the wall. The council will be responsible for this wall as it is not owned by anyone. Bricks are very damaged and could do with pointing work. Again this tree needs cut down, it has Ash die back and has caused damage to the garage roof below it.
