Dead shrubbery and wood dumped in public area

A neighbour has installed a new fence and dumped the waste from the hedge shrubbery and wood from previous barrier on a public grassed area on the estate. This will attract rodents. The wood has nails protruding which could be dangerous. The fence also has been erected to cover an existing pathway that was previously open to public access.
