Dog fouling on verge opposite 11 Northumberland Avenue. I was looking at garden from upstairs window at about 9.00am when woman (40s-ish with blonde bob hair) walking two small terrier type dogs (black, caramel) stopped to allow the black dog to foul on the verge. She seemed to look around to ensure no-one was looking before walking off.
