Flooding because of insufficient drain

Small drain in Kerb not sufficient. beside the tree outside no..8 and whenever their is rain it quickly blocks with soil and vegetation. The water then has nowhere to go other than across the path towards the terrace which if left will cause dampness inside the houses.I have been trying to dig it up each time but struggling to carry on doing so and my husband is disabled so he can’t do it either.
