Shrub blocking path

Sent to Northumberland County Council less than a minute later. FixMyStreet ref: 6206168.

There was what I thought was a largec tree on the grass verge behind my property. It had never been trimmed for years. Reluctantly and at my own expense( which I could I'll afford). I got it cut back. It turned out to be a laburnum Bush neglected since planted! It is now again out of control and is now over the footpath which is very inconvenient to wheelchair/pram users. If the council don't have the resources for regular maintenance it would be more sensible to either cut right back or remove entirely. As a senior citizen I try to keep the area around my property well looked after but overgrown shrubs are dangerous and an eyesore. As an 8 stone female I am not able to use an electric hedge trimmer,
