Tree growing over and lying on phone/tv cables and invading property

Tree significantly overgrown, has reached past cables and is starting to lie on them putting stress and weight on the cables. This is overhanging two private properties and the tree is also growing over a significant portion of private land in each garden, as well as blocking a large amount of sunlight.
