Tree requires maintenance

The large tree just outside my garden fence has not been maintained (there are similar trees on this road which have had the lower branches removed) and as such the branches are reaching far and low across a large portion of my property. This is resulting in a load of mess from dead leaves, pollen, bird fouling and the risk of branches breaking off and damaging my property.
