Oversized tree in close proximity to property

This tree hasn't been maintained in the 15 years I've lived here, it was reported over 4 years ago and still nothing has been done about it, it has had 2 branches snap off in the past and land on the footpath below it and now has another snapped branch hanging in the tree, if it is not removed I will be seeking legal advice against NCC.
