Builders dumpy bags with building material on verge

These builder bags with building materials have been on the verge on the central path on Lancaster Park, Morpeth since June ‘23. There has been or is some building work being done on the house on Sweetbriers outside where they are but I wonder if it is appropriate to leave these bags on the public verge for such a long time as it looks untidy. Imagine if everyone did that. Couldn’t they be stored in the garden ?
