Damage to Crash Barrier

Please see the attached photos. The damage was done on 13 Feb 2024 between 14:00 and 17:00. I don't know how the damage was done as I was not at home that afternoon but assume it must have been by a vehicle. I have checked with my neighbour who is in her 90s and has poor sight. She thinks she heard a bang but due to mobility problems and her poor sight was unable to get to her window to verify.
