Dog urininating in communal area

The residents are letting their dog urinate on a pad in the communal area of the flats and leaving the pad out all the time. As shown in the photo the pad has been used multiple times. This is disgusting and clearly a health hazard, there are children living in this block. This address this is happening is 10b Warwick Street, Blyth, NE24 4NU.
