Overgrown evergreens now blocking out the light into our garden

The council property two doors down, number 2 Weldon Road had extremely overgrown evergreens in the back garden. When we first moved in they were fence height, now they are the height of the house. They block the sunlight into our property for over half the day and now our garden is becoming mossy and half the garden is is shade all day. Before the trees were so big we had sun for most of the day.
