Drain is not taking water

This happens nearly everytime it rains. Reported last year yet the junction is still flooding and very dangerous to vehicles entering and leaving. The standing water at the deepest is ankle height. I am unsure of the road name but it's the junction leading to east lilburn at Haugh Head off the A697.
