Self seeded, fast growing tree near roofline

Council property at 26 Warkworth Ave. The tree by the fence in the back garden has now grown so large the branches hang over the fence line and is near to the roof on the side of our house. During the latest storm, several large branches snapped and dropped next to our house. In the summer, it blocked the light in our back garden.

Crown reduction work has still not been carried out and it's been nearly a year. I rang the council and left a message, but I haven't received a reply about the status. 18/11/24
