Multiply dogs walked with little control off the leash

I wish to highlight concerns I have about a local dog walker...I have reported the dog walker for fouling in the past after standing in mess but I am more concerned about the amount of dogs he walks at any one time and never has them on a leash.On more than one occasion the dogs have taken a runner at me barking and growling which has left me fearing for my own safety.
