Blocked drain and permanent flooding across road on a bend and steep hill

This drain has been blocked for months, previously reported and not fixed. As a result the top of the steep road towards Riding Mill has continuous running water on it, usually over the complete width. This will be a serious health and safety hazard as soon as temperature drops to freezing - the road will be a sheet of ice.
