Blocked drain causing flood

Is there anything that can be done to unblock the kerbside drain just off Sainsburys roundabout please? It’s always full of water even before it rains therefore flooding is inevitable when it does. The last couple of days have been particularly bad with cars swerving to avoid the flood which is dangerous due to the volume of traffic on this stretch of road. I’m sure an old fashioned ‘gulley sucker’ would do the trick or at least alleviate it. Many thanks
