Blocked gullies causing road silt and slippery road surface

Only two weeks ago did I stop to attend to an elderly woman who had slid off the carriageway whilst it was raining at this roundabout. This evening I slid off the carriageway on my bicycle (at slow speeds) in the wet, on further inspection all of the road drains and gully’s are blocked causing the road surface to be covered in silt and debris. This roundabout is notorious for major and minor accidents and whilst the camber of the roundabout isn’t great it is being made significantly worse by the lack of proper maintenance.
