Trip hazard on traffic island outside of Chantry

I was crossing the road to my workplace (The Chantry, NCC ). I stopped on the traffic island, checked the road was clear and went to walk out to cross the road but my left foot caught on something raised which caused me to crash down onto the road on my left knee, then my left hand, then I rolled into the road. Luckily, a car stopped beside me whilst I got up and across the road, and asked if I was okay. It looks as though this 'trip hazard' is the remains of a traffic bollard which has long since disappeared?
