Blocked pipework 2m south of drain to rear of 7 Pinewood Drive

I have reported problems with this drain on several occasions since I moved into this property in 1996. Action has been taken which I believe has been limited to emptying the drain sump of debris. Using a flexible plastic strip I have found a blockage approx. 2 metres into the pipework running south. Any heavy rain causes a large pond to form which takes many hours to drain. The drain directly across the road frequently blocks up with leaves/seeds from the large birch tree over it. During periods of very heavy rain fall the road fills with water to the extent that it runs over the footpath and into my garage (5 Pinewood Drive). The situation has now been made worse because the drain outside 9 Pinewood Drive is also blocked. Please see pictures taken on two separate occasions.
