Dead tree, tree blocking light

There is a dead tree at the side of my back garden, it is shedding leaves all over my garden, these are sticky and are getting trod into my home. I can't hang washing out as it gets covered in leaves. The tree was supposed to be removed before storms year before last. The bigger tree's at the back were also supposed to be cut back but they still overhang my garden by 10ft, blocking out all the light. The recent tree cutting that was done was only for branches affecting the roads and they wouldn't do anything else. I have lived here for over 30 years and the trees have never been cut. Again I ask politely please cut these back and remove the dead one or I will have to get someone to do this and send you the bill.
